Yes. But if you were denied you should consult with a senior AME (or HIMS AME if that was the reason) to get your ducks in a row before you do.

Without knowing a lot of details I don't want to know, there's no way for me to say.

To make it clear, I am not talking about applying. I am talking about a confidential consultation with a senior AME who knows the ropes, will review the problematic medical history, will assess the likelihood of satisfying the FAA, will recommend strategies, and have whatever records and reports they know the FAA wants to see ready to go before the application is made.
